The proposed 40B development will establish a vibrant residential community comprising 300 housing units distributed across four thoughtfully arranged buildings on the east side of Bennett Highway (Route 1) in Saugus. The 7.28-acre site is located at the town’s southern edge and is bordered by established single-family neighborhoods to the east along Essex Street and to the north along Felton Street.

The master plan is organized around a welcoming primary entrance from Bennett Highway that leads to a central roundabout, which serves as the hub of vehicular circulation and provides direct access to each residential building and its associated parking areas. A continuous pedestrian network is woven throughout the site, promoting walkability and providing safe, convenient connections between residences, amenities, and open spaces. Retaining walls along the northern and western edges of the property allow the development to be sensitively integrated into the site’s existing topography.

At the heart of the community is a generously scaled central park that functions as both a social gathering space and a strong visual focal point. The residential buildings are oriented to frame this green, offering views and direct access for residents. A centrally located amenity building and pool anchor the park and serve as the primary destination for recreation and social interaction, complemented by a diverse range of outdoor spaces designed to support residents of all ages and interests.
